anchoring into fiberboard plaster?

my house has this strange (to me) backing for the plaster.

the wall is made of at most 1/2 inch of plaster and other cement thing, and then the backing is this thick (1 inch or so) fiber board.

it's made of light brown fine fibers. it breaks easily by hand. looks like this a bit http://inspectapedia.com/insulation/Bowling_Alley_Lane_Insulation_0511_DJFs.jpg

how do I anchor heavy things in this type of material?

I want to put some shelves and a dresser in a kid room and I don't want things to tilt/fall on the kid because the anchor came out of the fiber board

I have some metal screws that look like this https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEg4xeGU1PIIBnQETjUqiGF6GtkOC5zLLaI4o0_bdvavsyzgIeXLQxQWm16K6dwKVqW9Yl4itoA0pl22Kgklvhj0cuo8uApHyduVKub0ouoeFkdlt2FppdlGRzYuQe8oVDqEvNZXqvLYwvk/s200/selfDrilling.jpg

would those work?
