Help Request - Putting non-slip paint on concrete steps. How do I prepare the steps?

We recently removed the carpet from the front steps of our house. We'd like to put some non-slip/traction style paint on the steps. However, I have never really worked with concrete so I don't know what I need to do to prep the area.

Here is a picture of the steps as they are currently. As you can see, there is still some paint in the corners and on the front of the steps, and there also appears to be adhesive still on the steps (or it could also be the concrete is textured, I'm not sure.

What do I need to do? Do I need to sand/buff the steps down before I throw on the non-slip paint? If so, what equipment will I need? Since I only own a little hand sander, will it be cheaper to post something on our local handy man classified sites looking for an hour or two of work from someone, or should I go to the rental store and rent a bigger buffer?

Does anyone have any advice?
