[HELP] I need to install a shelf and TV Mount into my new apartment that has a concrete wall....what do?

My thoughts are that I'm going to need a hammer drill (rent from Home Depot?), plastic screw anchors, and a vacuum for the large amount of dust, but I'm sure I'm missing something here that will make the process MUCH tougher. Any advice?
