Is this surface OK to paint on?!

So I've stripped wood chip wallpaper off my bedroom walls. I'm now preparing the walls to be painted.

Having removed the wood chip and backing paper I'm left with a patchy surface which I assume is a couple layers of emulsion over the plaster board. It is fairly smooth so I'm planning on filling the small blemishes, cracks and holes, sanding the whole thing down and just painting it. Is this method ok? Is there any other preparation that needs to be done to a surface like this before it is painted so the finish will be good?

Also, with paint prep and this surface, can anyone recommend if I should use a primer coat (or anything similar) before applying the matt finish...

I'm new to this so any advice would be appreciated.
