Help trying to fix hole in wall

I have put cement compund over the hole in my wall, however it has dried very bumpy and is not smooth which will look very strange when painted. How can I smoothen out this bumps? How can I make it even to the rest of the wall? Should I try sanding it some more? Thanks photo of the wall here http://ift.tt/2928Pqg
