What is an affordable 'tablet pc' for painting and drawing. ($500-$600)

I'm not talking about a flat wacom bamboo. I'm talking about screen built in. Something along the lines of Nexus 9, Xperia, Galaxy Tablet or Lenovo tablets with the pen.

I need to be able to use a pen and the latency is a HUGE factor. I cant spend 1k+ for a wacom.
