How can I remove these bolts? They just spin and don't loosen. Can't pull them either.

I've got these bolts sticking out of my garage wall and I'm not able to remove them. The spin but don't loosen and pulling them isn't working.

I'm guessing there's some sort of wall plug type of thing gripping them.

Is there a way to remove them other than cutting them with and angle grinder?
