Video alarm system with smartphone connectivity without monthly fee?

Is there such a product?

The closest thing I can find is Risco Agility 3 system. But it only captures a series of photos when motion is sensed, not real time video plus there's a month fee for the service too.

Then there are traditional CCTV systems that record everything into DVR but does not have smartphone connectivity.

Can someone recommend other systems with real time video and alerts your smartphone when alarm is triggered?
