I'm about to be reno'ing my basement and i absolutely need to do something about the floor. its very uneven and slopes toward one corner of the basement..
the previous owners poured some kind of garage paint over the whole floor (to hide cracks... which are really only cosmetic issues at this point) which bubbled up in some places due to the cement not being able to breath.. but in the places that it stuck...its super stuck and i can't get it off.

Everything i read tells me to use self leveling concrete... but i can't see that as being a viable option because i don't think it will adhere to the stupid paint they used. i just wanted to build up a subfloor and just make sure THAT is level.
If that makes any sense.. and you have any tips.. please let me know :(
