What type of hardware is this?

We have pictures at my office mounted on the wall that are offset by like an inch or so. My question is, what is this hardware called? At HD I can find steel spacers and what not, but I can't find this threaded steel spacer with fancy matching bolt. Any ideas? http://ift.tt/1JkGP89
