How would you secure this broken patio slab?

I'm not sure what exactly I'm going to do to fix this, so I'm looking for suggestions.

The piece will be semi cantilevered, so it'll need to have some tensile strength. I'm guessing just using some kind of construction adhesive isn't a good idea?

Alternatively, I'm considering just filling in under the front lip with cement in order to eliminate the cantilever entirely. Use a small form to create a complete footing, and after that has set use more cement/mortar to secure the piece that broke off?

Located in Canada, so it must be winter proof too!
