Trying to build a louvered fence but having issues with a *specific* style.

I wanted to build this style fence, specifically with the slats in the front as pictured. Did tons of research but only got feedback for traditional louvers panels, as pictured here. I would appreciate any feedback on how to specifically attach them to the front...not build the fence, not put in the posts, not how to attach the beam on top (I have those covered)....specifically the slats at an angle in the front of the posts. What tool is best to create an accurate notch at all the same angles? Should I use brackets for each slat? Thanks.
