[Help] How to install dryer vent -- through fiber cement shingles

Hi /r/DIY,

We are looking to install a dryer and vent in our laundry room. We are concerned about drilling a hole through the fiber cement shingle-siding, as we are unsure how it would handle a 4" drill bit.

(A) When we punch out the whole: is it possible to replace just a few shingles at once? Or would we need to replace a whole row?

(B) How do I drill a hole and know for sure there's no electrical in the wall?

Thanks in advance! I will try to post a more close-up photo later.
